Not always. A guest house is for guests. It has bedrooms (at least one) and a bathroom, sometimes a small kitchen, and possibly a TV room. So it has all the basics.
A pool house, may be just a set of rooms for changing into your swim suit. Maybe a shower for rinsing after swimming, and a bathroom, ad some towel storage. It may not have a bedroom or a kitchen, etc.
Of course you can have a pool house that accommodates overnight guests as well as swimmers. THere are dozens of variants of both the pool housem and the guest house.

Not all pool houses are guest houses. Some pool houses are just living areas with a kitchen and bathroom but are not intended for guests to sleep in.
A pool house is where you can change into/out of a bathing suit, rest ~ basically a living room for those who are wet from the pool.
A guest house is a small house for guests to stay comfortably. It is more like the main house~just smaller.
